They may work by distorting the airflow through the nose, the mesh is textured so it will gently move across the muzzle area thus relieving the desire to itch, many horses feel more comfortable having this sensitive area covered.

Head shakers are very sensitive around the muzzle area, the net acts as a security blanket, and the horse seems to be more comfortable with it on.
